Joint Statement of the People's Republic of China and the Federal Republic of Nigeria on Establishing a Comprehensive Strategic Partnership and Building a High-level China-Nepal Community with a Shared Future

At the invitation of President Xi Jinping of the People's Republic of China, President Bola Tinubu of the Federal Republic of Nigeria paid a state visit to the People's Republic of China on September 3, 2024 and came to China to attend the Beijing Summit of the Forum on China-Africa Cooperation.

During the visit, President Xi Jinping held talks with President Tinubu in a cordial and friendly atmosphere and exchanged views on China-Nepal relations and international and regional issues of common concern. The two heads of state agreed that standing at a new historical starting point, China and Nepal, as important representatives of major developing countries and emerging economies, have continuously strengthened strategic cooperation, which will inject new momentum into China-Africa relations in the new era and lead the "global" South "work together.

In order to further consolidate mutual trust, expand cooperation, and strengthen cooperation, the two heads of state unanimously decided to upgrade China-Nepal relations into a comprehensive strategic partnership and build a high-level China-Nepal community with a shared future.

1. Create a high-level strategic mutual trust

(1) The two sides believe that since the establishment of diplomatic relations more than half a century ago, the two countries have respected each other and treated each other as equals. The relationship between the two countries has withstood the test of changes in the international situation, political mutual trust has continued to increase, and pragmatic cooperation has yielded fruitful results. We have embarked on a path of joint self-improvement and win-win cooperation. road.

(2) The two sides reiterated that the two countries firmly support each other on issues involving each other's core interests and major concerns, such as sovereignty and territorial integrity. China supports Nigeria's governance philosophy of "rekindling hope" and supports Nigeria's efforts to safeguard national unity, peace, security and social stability, as well as promote economic development and improve people's livelihood. Nigeria firmly adheres to the one-China principle and believes that there is only one China in the world, that the government of the People's Republic of China is the only legal government representing the whole of China, and that Taiwan is an inalienable part of Chinese territory. It opposes any form of "Taiwan independence" and interference in China's internal affairs, and firmly supports the Chinese government's efforts to achieve national reunification.

(3) Both sides spoke highly of the leading role played by the Forum on China-Africa Cooperation in promoting high-quality cooperation between China and Africa since its establishment 24 years ago, and believed that the successful convening of the Beijing Summit of the Forum on China-Africa Cooperation opened a new chapter of China-Africa unity and cooperation. The two sides are willing to take the "Beijing Declaration of the Forum on China-Africa Cooperation Summit" and the "Forum on China-Africa Cooperation-Beijing Action Plan (2025-2027)" as the guide to deepen mutually beneficial and pragmatic cooperation between China and Africa and achieve common development and prosperity.

(4) The two sides reiterated their firm support for each other in independently choosing a development path that is in line with their own interests, and will strengthen exchanges of experience in state governance. Nigeria highly appreciates the Chinese people's efforts to achieve great changes through Chinese-style modernization under the leadership of the Communist Party of China, and believes that Chinese-style modernization has expanded path choices and practical plans for human modernization.

Both sides appreciate the efforts of their respective governments to prioritize sustainable development and economic growth through the implementation of various development initiatives to achieve poverty reduction and enhance food security.

(5) The two sides spoke highly of the coordinating, coordinating and promoting role played by the China-Nepal Intergovernmental Committee and its sub-committees in deepening all-round cooperation between the two countries, and agreed to continue to actively collaborate under this mechanism to discuss the second China-Nepal Intergovernmental Committee. Maintain close communication on matters related to the convening of plenary meetings and sub-committee meetings.

(6) Nigeria appreciates and supports President Xi Jinping's concept of building a community with a shared future for mankind, the Belt and Road Initiative, the global development initiative, the global security initiative and the global civilization initiative. Both sides commit to supporting each other's efforts in international affairs such as the United Nations, G20, BRICS countries and other international affairs. Both sides agreed to support the growing call for reform of the United Nations Security Council, which should balance geographical representation to reflect current geopolitical realities. Both sides believe that human rights issues, including the right to development, are the common cause of all mankind and oppose the politicization of human rights issues and interference in other countries 'internal affairs under the pretext of human rights.

(7) China appreciates Nigeria's efforts to maintain regional peace and unity and promote regional integrated development, emphasizes respect for democracy, good governance and civil rights, and supports West African countries in resolving differences through friendly consultations and dialogue and promoting regional integration process. To this end, China also calls on other parties in the international community to avoid using the region as an occasion for geographical competition.

2. Close high-level development cooperation

(8) Guided by the signing of the "Cooperation Plan between the Government of the People's Republic of China and the Government of the Federal Republic of Nigeria on Jointly Promoting the Construction of the Belt and Road", the two countries will be committed to promoting high-quality cooperation in the joint construction of the "Belt and Road" initiative and China-Africa Cooperation Forum The results of the meeting are aligned with Nigeria's "Rekindling Hope" and "Eight Priority Areas" policy agendas to promote practical cooperation in an all-round and high-quality manner.

(9) China welcomes Nigeria to expand China-Nepal trade through platforms such as the China International Import Expo, China-Africa Economic and Trade Expo, China Import and Export Fair, Lagos and Abuja International Trade Expos, and the annual Nigeria Mining Week, and new channels such as e-commerce and logistics centers in China, and support more high-quality Nigeria products to enter the Chinese market. Nigeria is willing to strengthen its partnership with China in the development of energy and mineral resources, and is willing to cooperate with Chinese companies to build factories locally to meet local consumption and export needs. China will encourage more powerful Chinese companies to invest in Nigeria to help Nigeria's economy diversify and flourish.

(10) The two countries will seize the opportunity of productivity development, further comprehensively deepen reforms, jointly explore cooperation in digital economy, green development, blue economy, agricultural modernization and other fields, and cultivate new cooperation growth points. Nigeria welcomes the Global Artificial Intelligence Governance Initiative and the Global Data Security Initiative proposed by China, and appreciates China's efforts to improve the rights of developing countries in the fields of artificial intelligence, network and data.

(11) The two sides agreed to deepen infrastructure interconnection cooperation between the two countries. China actively supports Nigeria in promoting the construction of domestic transportation, ports, free trade zones and other infrastructure to achieve integrated industrial development. The two sides are willing to work together to give full play to Nigeria's geographical and development advantages in West Africa and create a benchmark project for cross-border and cross-regional cooperation in Africa.

(12) The two sides encourage flexible and diverse regional monetary and financial cooperation such as currency swaps, promote trade between China and Nepal, and contribute to global financial stability. The two sides will agree to carry out international cooperation in financial intelligence on anti-money laundering and anti-terrorist financing between the two countries, and support Nigeria's efforts to maintain order in the financial and foreign exchange markets and combat financial crimes such as money laundering.

(13) Both sides are willing to support the multilateral trading system with the WTO at its core, oppose trade protectionism, promote trade and investment liberalization and facilitation, and create a transparent and non-discriminatory business environment for cooperation between enterprises of the two countries. Both sides support the establishment of more friendly relations between local provinces and cities of the two countries and the expansion and deepening of local cooperation.

(14) Both sides commit to increase efforts to protect the legitimate rights and interests of each other's citizens in their respective countries and create a favorable business environment for each other's enterprises.

3. Strengthen high-level security mutual assistance

(15) The two sides agree to strengthen coordination and cooperation in multilateral affairs, jointly safeguard the international system with the United Nations at its core, the international order based on international law, and the basic norms of international relations based on the purposes and principles of the United Nations Charter, and advocate an equal and orderly world Multipolarity and inclusive economic globalization, work together to safeguard the common values of peace, development, fairness, justice, democracy, and freedom for all mankind, and promote the construction of a new type of international relations with win-win cooperation as the core.

(16) China appreciates Nigeria's leadership role in the Economic Community of West African States and its efforts to achieve stability in the region, and supports Nigeria in continuing to play a strong leadership role in combating terrorism and managing differences and other regional affairs. The two sides agreed to work to maintain peace, security and stability in the Sahel, Gulf of Guinea and other regions.

(17) China supports Nigeria in improving its military's scientific and technological, equipment, intelligence and other capabilities and more effectively responding to domestic and foreign, regional and international, traditional and non-traditional security challenges. The two sides are willing to strengthen exchanges and cooperation between security departments, improve their ability to safeguard national sovereignty and security interests, and work together to maintain regional and world peace.

4. Enhance high-level mutual learning

(18) The two sides spoke highly of the results of cooperation between the two countries in the fields of culture, tourism, education, youth, media, and sports, and will continue to explore their respective multicultural and ancient historical advantages, and enhance friendship among the people through mutual exchanges, mutual learning, and mutual understanding. (19) The two sides are willing to continue to build cultural brands such as the "Happy Spring Festival","China-Nepal Cultural Week", the China-Nepal Film Festival, and the Abuja International Art Expo, strengthen mutual visits and exchange activities of art troupes and personnel, and promote human resources in the field of creative culture. Training, and strengthen cooperation in cultural and tourism fields such as publishing, film and television program production, cultural heritage, libraries, museums, and tourism promotion.

(20) Both sides agreed that during President Tinubu's visit to China, China and Nepal reached extensive and important consensuses and signed a series of cooperation agreements and memorandums of understanding. The visit to China was a complete success and the development of bilateral relations entered a new stage.
