Ding Xuexiang said that President Xi Jinping sent a special congratulatory letter, which fully demonstrated the great importance he attached to the forum. Under the strategic guidance of President Xi Jinping and President Putin, China-Russia energy cooperation has formed an all-round, wide-ranging, deep-level and high-level cooperation pattern. In May this year, the two heads of state held talks in Beijing. The two sides issued a joint statement proposing to continue to consolidate China-Russia strategic energy cooperation and achieve high-level development to ensure the economic and energy security of the two countries. China and Russia should further implement the important consensus reached by the two heads of state, build a closer energy cooperation partnership, and better benefit the two countries and their peoples.

Ding Xuexiang put forward three suggestions on deepening China-Russia energy cooperation. The first is to solidly promote energy trade and investment cooperation, jointly promote the implementation of large-scale energy projects, deepen cooperation in promising areas such as renewable energy, hydrogen energy and carbon markets, and cultivate more new cooperation growth points. The second is to pragmatically expand mutually beneficial cooperation in the energy industry chain, strengthen integrated cooperation in upstream, middle and downstream energy, improve cross-border energy infrastructure, and enhance the level of industry-university-research cooperation in the energy field. The third is to strengthen coordination and cooperation on multilateral platforms and promote the establishment of a fair, just, balanced and universally beneficial global energy governance system.

Ding Xuexiang said that the third plenary session of the 20th Central Committee of the Communist Party of China was successfully held and made systematic arrangements for further comprehensively deepening reforms and promoting Chinese-style modernization. China's door to opening up will only open wider and wider, and we will provide more development opportunities for the world with our own high-quality development. Russian companies are welcome to actively participate in China's modernization drive and achieve better development while sharing China's opportunities.
