AEO is an acronym for "Authorized Economic Operator". The AEO system refers to a certification system advocated by the World Customs Organization to give preferential convenience to enterprises with high credit status, law-abiding degree and safety level, which is known as a "golden business card" to help enterprises "accelerate the development of foreign trade".

At present, there are more than 5,800 AEO enterprises in China. As of the end of April this year, these more than 5,800 AEO enterprises accounted for about 1% of the number of import and export enterprises, accounting for nearly 40% of China's import and export value.

During the 6th Global AEO Conference, reporters interviewed experts, officials, and enterprises to find the unique "password" of AEO's "golden business card" to help China's foreign trade development.

The average inspection rate of AEO enterprises is only 0.33%, and the customs clearance speed is "one step faster"

Wang Lingjun, deputy director of the General Administration of Customs, said that in the past two years, the average inspection rate of AEO enterprises was only 0.33%, which was one-fifth of that of conventional management enterprises; China Customs helped AEO enterprises complete 1.53 million priority handling services and inspect 11,000 batches of goods in a "non-intrusive" manner.

"It normally takes two or three days, but with the blessing of AEO, imported drugs can leave the bonded area in a few hours, and domestic consumers can receive them the next day at the earliest." Yang Haining, assistant general manager of Keyuan Xinhai (Beijing) Medical Supplies Trading Co., Ltd., talked about the "special treatment" of the AEO system, and was very emotional.

Tianzhu Customs, a subsidiary of Beijing Customs, recently quickly inspected and released 90 bottles of voxolitide rare disease drugs imported from Germany for the treatment of achondroplaxis in children.

China has implemented the AEO system with high quality, and has successively introduced 28 preferential measures in 5 categories. As an enterprise with the highest credit rating of the Customs, AEO enterprises can enjoy exclusive "benefits" such as priority arrangement of fast customs clearance, priority arrangement of port inspection and sampling of import and export goods, and priority implementation of territorial inspection.

For the majority of foreign trade enterprises, trade facilitation measures such as reducing the inspection rate and improving the speed of customs clearance can help enterprises develop the market more efficiently. Toray High-tech Juhua (Foshan) Co., Ltd. has halved the customs clearance time in South America, reduced the inspection rate from 30%-40% to 10%-15%, and successfully expanded the "Belt and Road" emerging markets such as Peru; Since Vipshop joined the AEO team in 2020, the average time for customs clearance of cross-border goods has been reduced from one week to half a day, and the operational efficiency of the e-commerce platform has been significantly improved, and the cross-border business has increased.

Enjoy more than 40 incentives and trade costs "lower"

Reducing trade costs is another highlight of AEO's "golden business card". The Customs has signed a memorandum of cooperation with more than 30 departments and units such as market supervision and taxation for AEO enterprises, and AEO enterprises can enjoy more than 40 incentives such as "green channels", loan interest rate discounts, and simplified procedures provided by multiple departments.

Recently, Song Zhanyou, the person in charge of Shandong Weida Machinery Co., Ltd., received a tax rebate of 5 million yuan. Originally, Qingdao Customs explored the implementation of the tripartite linkage of customs, taxation and banking, and tutored the enterprise to become a first-class enterprise of export tax rebates, and the export tax rebates were reported and reviewed and refunded, and the tax rebates could be quickly received within 1 working day.

At present, there are 558 AEO enterprises in Jiangsu, covering medical devices, high-end manufacturing and other fields. "As an AEO company, the guarantee policy we enjoy can reduce the financial pressure of 6.5 million yuan per year for the enterprise, and the business processing time has also been shortened by 2 weeks." Yin Mingjun, customs manager of AUO (Suzhou) Co., Ltd., said.

Cost reduction allows enterprises to "travel lightly" and better focus on innovation and upgrading. Kingfa Technology Co., Ltd. has R&D and production bases in Southeast Asia, North America, Europe and other places. Expanding the coverage of the AEO system Emerging business formats and micro, small and medium-sized enterprises (MSMEs) are the focus

Judging from the composition of more than 5,800 AEO enterprises, the leading enterprises in the industrial chain and supply chain and large-scale foreign trade backbone enterprises account for a relatively large proportion. In order to enable more enterprises of different sizes and types to benefit from the AEO system, the Customs has actively expanded the "reservoir" and "power source" for the development of the AEO system by continuously expanding the AEO system to emerging business formats such as cross-border e-commerce and the vast number of small, medium and micro enterprises.

Lin Jiantian, Director General of the Inspection Department of the General Administration of Customs, said: "Regardless of the size of the enterprise, as long as it meets the AEO enterprise certification standards, it can enjoy the same preferential measures. China Customs will fully consider the actual situation of micro, small and medium-sized enterprises in the top-level design, international mutual recognition and facilitation measures of the AEO system, reflecting the universality, inclusiveness and scientificity of the AEO system. ”

All localities are exploring new ways to cultivate enterprise credit momentum in light of local conditions. Li Yu, deputy director of Guangzhou Customs, said that the quality and efficiency of AEO cultivation and certification will be further improved through joint cultivation of customs and localities, "chain" cultivation and random certification, etc., closely following major project platforms, key industrial chain supply chains, and new business formats.

Through the "chain" and "group" cultivation of Guangzhou Customs, many subsidiaries of Esquel Group have passed AEO certification, and have taken advantage of this transformation and upgrading to broaden their development paths.

"Taking the opportunity of AEO certification cultivation, the company has upgraded its files in an all-round way, and a new logistics company was established last year to assist customers in striving for AEO certification while acting as an agent for customs declaration." In terms of expanding the international mutual recognition of AEOs, on May 9, the General Administration of Customs signed an AEO mutual recognition arrangement with the Inland Revenue Department of the Republic of Burundi and the Icelandic Tax and Customs Administration. So far, China has signed AEO mutual recognition agreements with 28 economies, covering 54 countries (regions), ranking first in the world in terms of the number of mutual recognition agreements signed and the number of countries (regions) with mutual recognition.

In the first three months of this year, the import and export volume of Youhe Group Co., Ltd. to Iceland reached 21.097 million yuan, a year-on-year increase of 14.8%.
