General Administration of Customs: From now on, the import of French pig-derived protein feed that meets the relevant requirements will be allowed

In accordance with the relevant laws and regulations of our country and the regulations of the General Administration of Customs of the People's Republic of China and the Ministry of Agriculture and Food Sovereignty of the French Republic on the quarantine and health requirements for the export of French pig-derived protein feed to China, from now on, the import of French pig-derived protein feed that meets the relevant requirements is allowed.

1. Basis for inspection and quarantine

(1) "Biosecurity Law of the People's Republic of China";

(2) the Law of the People's Republic of China on the Quarantine of Animals and Plants Entering and Leaving the Country and its implementing regulations;

(C) the import and export of feed and feed additives inspection and quarantine supervision and management measures;

(4) Protocol between the General Administration of Customs of the People's Republic of China and the Ministry of Agriculture and Food Sovereignty of the French Republic on the Quarantine and Sanitary Requirements for the Export of French Swine Protein Feed to China.

2. Scope of goods allowed to be imported

The pig-derived protein feed in this announcement includes meat meal, bone meal, meat and bone meal, blood meal, plasma protein powder, blood products such as spray-dried plasma powder and hemoglobin powder.

3. Requirements of production enterprises

Enterprises producing and processing porcine-derived protein feed exported to China shall meet the following requirements:

(1) Approved by the Ministry of Agriculture and Food Sovereignty of the French Republic (hereinafter referred to as the French side) and produced under the effective supervision of the French side, the products comply with the requirements of French laws and regulations, and are allowed to be freely sold in France.

(2) The French side shall promptly notify and confirm the change of the registered production enterprise recommended by the French Party to the General Administration of Customs of the People's Republic of China (hereinafter referred to as the Chinese side), and the registration shall be verified and registered by the Chinese side, and the registration shall be valid for 5 years.

(3) Implement the HACCP quality management system or establish a quality management system in accordance with the HACCP principle, and formulate and effectively implement the product traceability and recall system.

Fourth, raw material requirements

The animal-derived raw materials used in the production of pig-derived protein feed exported to China shall meet the following requirements:

(1) The raw material source animals are born and raised in the European Union, slaughtered in officially approved slaughterhouses, and after pre-slaughter and post-slaughter inspections, there are no infectious disease symptoms that are not suitable for cooperative feed raw materials.

(2) The animals from which the raw materials are sourced have not been restricted from movement or culled due to animal epidemics.

(3) If the raw materials are imported, they should come from countries that have been approved by the Chinese side to export such raw materials to China.

(4) Do not use ruminant raw materials, and take effective measures to prevent pollution by ruminant-derived ingredients.

(5) The raw materials for the production of pig-derived protein feed should come from farm-raised animals that are free of foot-and-mouth disease, classical swine fever and swine vesicular disease.

(6) If the raw materials come from pigs raised in France, they should comply with the cooperation agreement on regional management of African swine fever signed by China and France, and if they come from outside France, they should come from countries (regions) in African swine fever non-epidemic areas.

5. Production and processing requirements

The production and processing of pig-derived protein feed exported to China should meet the following requirements:

(1) Heat treatment with a core temperature of not less than 90°C for at least 15 minutes, or other equivalent processing methods approved by the Chinese side in accordance with EU regulations, or heat treatment of animal-derived raw materials at not less than 90°C or other equivalent heat treatment in accordance with EU regulations and approved by the Chinese side.

(2) The production and processing process does not add prohibited substances such as raw materials of unknown animal origin and raw materials of ruminant origin.

(3) Take effective measures to avoid pollution during and after production.

6. Packaging, labeling, storage and transportation requirements

(1) The protein feed of pig origin exported from France to China should be made of safe, clean, well-sealed, moisture-proof and non-breakable packaging materials.

(2) The outer packaging of protein feed of pig origin exported from France to China shall be labeled, and the label shall meet the relevant requirements of the Chinese side, and be marked with words such as "not for human consumption" or "only for feed production".

(3) Take effective measures to avoid pollution during transportation.

7. Product requirements

Before the export of pig-derived protein feed to China, random sampling by the French side should be carried out in accordance with the approved monitoring plan to ensure that the exported goods meet the following requirements:

(1) The ruminant-derived components were tested by PCR method or other methods recognized by the Chinese side in a laboratory approved by the French side, and the result was negative (excluding ruminant-derived components). The minimum detection limit for the detection of ruminant-derived components of DNA by PCR method is 0.1%.

(2) Meet the requirements of Salmonella and Enterobacteriaceae:

Salmonella: not detected in 25 g sample: n=5, c=0, m=0, m=0;

Enterobacteriaceae: n=5, c=2, m=10, m=3x102 in 1 g sample;

n—the number of samples tested;

m—the threshold for the number of bacteria, if the number of bacteria in all samples does not exceed m, the result is good;

M—the maximum number of bacteria, if the number of bacteria in 1 or more samples is equal to or greater than M, the result is unqualified;

c—the number of bacteria in the sample between m and m, if the number of bacteria in other samples is less than or equal to m, the result is still considered acceptable.

(3) The French side implements safety and health monitoring of pig-derived protein feed exported to China to ensure that the products meet the requirements of China's safety and health standards and relevant regulations, and do not contain toxic and harmful substances that endanger human and animal health.

8. Pre-export inspection and certificate requirements

The French side is responsible for the quarantine supervision of the protein feed of pig origin exported to China, and issues a veterinary health certificate for the protein feed of pig origin exported to China that has passed the quarantine to prove that the product meets the requirements of the relevant protocols of both sides. Each shipment should be accompanied by an original health certificate.

9. Examination and approval of entry quarantine

Importing enterprises shall apply for the Quarantine Permit for Imported Animals and Plants in accordance with the relevant regulations.

10. Entry inspection and quarantine

When the pig-derived protein feed exported to China arrives at China's port of entry, China Customs shall implement quarantine in accordance with the following requirements.

(1) Verification of certificates.

1. Check whether the "Quarantine Permit for Imported Animals and Plants" is attached.

2. Check whether it is from a registered enterprise.

3. Check whether the health certificate is true and valid.

(2) Cargo inspection.

In accordance with the relevant laws, administrative regulations, rules and other provisions, combined with the requirements of this announcement, China Customs implements inspection and quarantine of pig-derived protein feed exported from France to China. Those who pass the inspection and quarantine shall be allowed to enter the country.

(3) Handling of unqualified situations.

1. If there is no valid health certificate, it will be returned or destroyed.

2. If it comes from a non-registered French manufacturer, it will be returned or destroyed.

3. If the cargo certificate does not match, it will be returned or destroyed.

4. Where soil, animal carcasses, animal excrement, or quarantine pests are found and cannot be effectively quarantined, they shall be returned or destroyed.

5. If the label does not meet the standard and cannot be corrected, it will be returned or destroyed.

6. If it is found that the safety and health items do not meet the Chinese feed hygiene standards, they shall be decontaminated, returned or destroyed.

7. If it is found that the bulk package or container is broken, the owner or agent shall be responsible for tidying up. If the packaging is damaged and there is a risk of spreading animal and plant diseases, the contaminated sites, articles and appliances shall be quarantined.
