What are the leading industries that Bengbu is currently targeting, what results have been achieved, and how can it strongly support development?

Ma:Manufacturing is the foundation of the country and the foundation of a strong country. General Secretary Xi Jinping emphasized: "The real economy is the foundation, and all kinds of manufacturing industries cannot be lost". In recent years, Bengbu City has fully implemented General Secretary Xi Jinping's important exposition on building a strong manufacturing country, anchored the "first strategy" of building a strong manufacturing city and establishing a city by industry, and focused on breakthroughs in new energy, new display, intelligent sensing, biochemical industry, and auto parts industry clusters. In the new energy industry, we successfully rolled off the production line of China's first copper indium gallium selenide thin film solar high-efficiency module, and built the first 300MW copper indium gallium selenide power generation glass production line with independent intellectual property rights in China, with a photoelectric conversion efficiency of 20.3%, setting a new world record. In the new display industry, the first 8.5-generation TFT-LCD ultra-thin glass substrate production line in China has been built, the first 30-micron flexible foldable glass has been developed in China, and the world's thinnest 0.12 mm ultra-thin touch glass has been stably mass-produced. In the intelligent sensing industry, the 8-inch MEMS wafer production line has been included in the national integrated circuit productivity layout major project, and Bengbu has become the only city in Anhui Province with integrated circuit and MEMS wafer production line. In the biochemical industry, Bengbu is the country's largest fuel ethanol production base, and Anhui Fengyuan Group has mastered the technology of preparing polylactic acid from crop straw in the whole industry chain, and is the only official supplier of biodegradable tableware for the Beijing Winter Olympics and Winter Paralympics. The auto parts industry has formed a relatively complete industrial chain such as power batteries, intelligent sensors, on-board displays, and air conditioning electromagnetic clutches. Haofang Electromechanical is the largest manufacturer in the global automotive air conditioning electromagnetic clutch industry, accounting for 18% of the global market share.

At the same time, we seize the opportunity of the rapid development of the domestic commercial aerospace industry, forward-looking planning, layout, development and expansion of the commercial aerospace industry, and in-depth cooperation with Shanghai Academy of Aerospace Technology, one of the three major general institutes of China Aerospace Science and Technology Corporation and the only comprehensive general institute of China's aerospace, to inaugurate the establishment of a commercial aerospace industrial park with a total planning area of 2,000 acres, and plan to build five functional modules of "rocket engine production, aerospace new material production, aerospace electronic parts, aerospace vehicle assembly, and aerospace science and technology innovation center". At present, it has gathered a number of key enterprises such as Kyushu Cloud Arrow, Lingkong Tianxing, Galaxy Power, Deep Blue Aerospace, etc., covering rocket engines, rocket parts, new materials, rocket body manufacturing and assembly and other industrial fields. A special test site for rocket engines in Dahongshan was completed and put into use. The rocket engine manufactured in Bengbu has begun to be delivered to the market, and the Deep Blue Aerospace liquid oxygen methane reusable rocket engine will be tested this year.

The Paper: As an old industrial base in China, how does Bengbu support the transformation of traditional industries and promote industrial transformation and upgrading?

Ma:The adjustment and transformation of the old industrial base in Bengbu City has achieved remarkable results, and it will be inspected and encouraged by the State Council in 2022. In 2023, it is planned to be inspected and encouraged by the Anhui Provincial Government, and at present, the establishment of the National Industrial Transformation Demonstration Zone of Old Industrial Cities has passed the national review and will be approved soon.

1. Adhere to innovation to lead development. As one of the core cities of Hewubang National Independent Innovation Demonstration Zone and National Science and Technology Achievement Transfer and Transformation Demonstration Zone, innovation has always been the most distinctive characteristic, the most significant gene and the strongest kinetic energy for the development of Bengbu. We will continue to accelerate the construction of national innovative cities, with the intensity of R&D investment in the whole society being 2.5%, ranking fifth in the province, and the conversion rate of scientific and technological achievements being 80.1%, ranking first in the province. There are more than 900 high-tech enterprises in the city, 29 national specialized, special and new "little giant" enterprises, and 281 provincial-level specialized, special and new small and medium-sized enterprises. There are more than 250 R&D platforms above the provincial level in the city. He has led or participated in 12 national key R&D projects, and 32 projects have been supported by provincial science and technology projects. In 2023, Bengbu will rank 56th in the country in the national innovation ability ranking and 57th in the national top 100 cities in innovation ability.

2. Accelerate the relocation and transformation of enterprises. The withdrawal from the market into the park is an important starting point for optimizing the urban spatial layout and transforming and upgrading traditional industries. A total of 4.52 billion yuan of compensation funds have been allocated for delisting and entering the park, about 5,000 acres of land have been supplied, the original plant area of 5 key biochemical enterprises has been shut down and demolished, more than 50 chemical enterprises have realized the management of entering the park, and the relocation project has completed a total investment of more than 10 billion yuan. Through relocation and transformation, Anhui Fengyuan Group has realized the industrial production of polylactic acid with independent intellectual property rights, and created an "internal circulation" chain of polylactic acid industry with the largest production capacity, the most complete product chain and the strongest technical process in the world. Through relocation and transformation, COFCO Biotechnology has optimized its product structure and expanded its industrial sector, becoming the largest fuel ethanol production base in China. Jiaxian Co., Ltd. has expanded the production capacity and output of leading products through new construction in different places, and has been successfully listed on the Beijing Stock Exchange. Bayi Chemical, Tianrun Chemical and other enterprises give full play to the existing technological advantages, strengthen and expand the industrial chain, and strive to build a green chemical industry base with distinctive characteristics.

3. Accelerate green and low-carbon transformation. Cultivate and expand new forms of green industries such as energy conservation and environmental protection, circular economy, and clean energy, and introduce the province's first regulations prohibiting and restricting disposable non-degradable plastic products. The province's first "photovoltaic building integration monitoring intelligent platform" has been built, with an installed photovoltaic building capacity of 607 megawatts, ranking first in the province. The energy consumption of 10,000 yuan of GDP decreased by 2%, and the construction of ultra-low energy consumption building pilot cities in the province was approved. New green buildings account for 100% of new civil buildings.

Strengthen the location advantage and build an integrated infrastructure system

In recent years, what measures has Bengbu taken to consolidate and develop the advantages of a transportation hub?

Ma:Bengbu was born because of water transportation and prospered because of the railway. Transportation advantages are not only "inheritance", but also an important condition for deep integration into the new development pattern and promoting high-quality economic and social development. In recent years, Bengbu has vigorously promoted the construction of major infrastructure projects such as "road, rail, water and air", continued to improve the "hub + channel + network" system, and continuously consolidated its status as a national comprehensive transportation hub city.

The first is to expand the road, rail, water and air transportation channels. In terms of expressway, Gubang and Bengwu expressways were opened for operation, and the reconstruction and expansion of Gusu Expressway, Wumeng Expressway, Sibang Expressway and Bengming Expressway were accelerated, with a total mileage of 273 kilometers of expressways and 1016.6 kilometers of ordinary national and provincial highways. In terms of railways, the implementation of the Huaisu-Beng-Intercity Railway and the Wuhe section of the Hexin High-speed Railway has been accelerated, and the Yangtze River Delta integration national plan has been included in the Yangtze River Delta integration along the Huai-Beng-Chuning Intercity Railway, Bobeg-Chuning Intercity Railway, and Bengbu High-speed Railway Express Logistics Base. In terms of water transportation, the reconstruction of Bengbu New Port has been basically completed, the improvement of the Huai River, the Vortex River and the Tuohu River has been accelerated, and the renovation of the Cihuai New River has been actively promoted, with nearly 150 kilometers of Class II waterways in the city. In terms of airports, the flight area of the civil aviation airport is connected, the main body of the terminal is capped, and the civil airport will be completed and opened to traffic this year.

The railway dry port, B-type bonded logistics center, and water transport port have been built one after another, and the application for the construction of the Bengbu Comprehensive Bonded Zone has been submitted for review; the rail-sea combined transport, the water-transport foreign trade container liner routes, and the international freight trains of "Beng-Western Europe" and "Benghe-Europe" have been opened one after another, and the "road, rail, and water" all-round service for local and surrounding foreign trade enterprises, and the freight distribution effect of the central city of northern Anhui has become increasingly prominent. Relying on the railway dry port, the city has successively opened Bengbu to Shanghai, Ningbo, Lianyungang, Nanjing rail-sea combined transport, all-round, multi-route services for import and export enterprises. In 2023, Bengbu will send a total of 8,023 TEUs of rail-sea intermodal containers, an increase of 10.6%.

The third is to accelerate the construction of a modern logistics industry system. It has been approved to build a national backbone cold chain logistics base and a national logistics hub for production and service, relying on the function of the hub, to further gather elements such as people, logistics and capital flow, and accelerate the development of modern logistics industry. In 2023, the city's "one hub and one base" will complete a freight volume of more than 90 million tons, and the transaction volume will exceed 20 billion yuan, an increase of 17.3% and 22.2% respectively, reducing the logistics cost of manufacturing enterprises by 2 percentage points on average.

In the next step, Bengbu will continue to promote the construction of road, rail, water and air infrastructure and major logistics platforms, promote the interconnection with the infrastructure of northern Anhui and cities along the Yangtze River Delta, and accelerate the construction of an integrated infrastructure system and an open channel platform. The Paper: This year, you brought the "Proposal on Supporting the Planning and Construction of the Bozhou-Bengbu-Chuzhou-Nanjing Intercity Railway", which is of great significance to Anhui Province, the Yangtze River Delta region and even the whole country?

Ma:In November 2023, when General Secretary Xi Jinping presided over a symposium on in-depth promotion of the integrated development of the Yangtze River Delta in Shanghai, he emphasized: "It is necessary to strengthen the cross-regional convergence of various transportation network infrastructure standards and improve the level of infrastructure interconnection." The National Development and Reform Commission's "Several Policies and Measures to Promote the Construction of Industrial Transfer Agglomeration Areas in Northern Anhui" also clearly stated: "Rail transit and other modern transportation infrastructure projects that improve the level of interconnection inside and outside the agglomeration area will be prioritized and supported by relevant national plans." ”

The Bozhou-Bengbu-Chuzhou-Nanjing intercity railway is an important trunk corridor linking northern Anhui and the Yangtze River Delta, which is of great significance for enhancing the development momentum of northern Anhui, improving the regional comprehensive transportation network, and promoting the integrated and high-quality development of the Yangtze River Delta.

From the national level, it can further connect the Beijing-Guangzhou high-speed railway, Beijing-Hong Kong high-speed railway, Beijing-Shanghai high-speed railway, Beijing-Fuzhou passenger dedicated, Yanhuai railway and other high-speed railways, forming the shortest passenger transport channel connecting the central and western regions to the Yangtze River Delta region.

From the perspective of the Yangtze River Delta, it can be seamlessly connected with the Huaibei-Suzhou-Bengbu intercity railway under construction at Bengbu South Railway Station, forming the second channel of the Beijing-Shanghai high-speed railway from Xuzhou to Bengbu to Nanjing.

From the perspective of Anhui, it will become the backbone line of the intercity network in northern Anhui connecting Bozhou Mengcheng, Bengbu and Huaiyuan counties with a population of one million in Anhui Province, which is of great significance for consolidating and expanding the achievements of poverty alleviation in northern Anhui and accelerating the comprehensive revitalization of northern Anhui.

At present, the Bengbu-Chuzhou-Nanjing section has been included in the national "14th Five-Year Plan" Railway Development Plan, the "Yangtze River Delta Region Transportation Higher Quality Integrated Development Plan" and the "Yangtze River Delta Region Multi-level Rail Transit Plan", which meets the conditions for carrying out the preliminary work of the project. The Bozhou-Mengcheng-Bengbu section has been included in the "14th Five-Year Plan for the Integrated Development Plan of the Yangtze River Delta" as a newly started project during the "14th Five-Year Plan" period. It is suggested that the national level should support the inclusion of the Bozhou-Bengbu-Chuzhou-Nanjing intercity railway in the "Medium and Long-term Railway Network Planning", and guide the local government to carry out the preliminary work of the Bengbu-Chuzhou-Nanjing section first, and accelerate the early start of construction of the project.
