Joint Statement of the People's Republic of China and the Socialist Republic of Vietnam on Further Strengthening the Comprehensive Strategic Cooperative Partnership and Promoting the Construction of a China-Vietnam Community with a Shared Future
1. At the invitation of Xi Jinping, General Secretary of the Central Committee of the Communist Party of China and President of the People's Republic of China, General Secretary of the Central Committee of the Communist Party of Vietnam and President of the Socialist Republic of Vietnam Surin will pay a state visit to China from August 18 to 20, 2024.
During the visit, General Secretary Xi Jinping and President of the State held talks with General Secretary Su Lin and President of the State Council. Premier Li Qiang of the State Council, Chairman of the Standing Committee of the National People's Congress Zhao Leji, and Chairman of the National Committee of the Chinese People's Political Consultative Conference Wang Huning met with General Secretary Su Lin and President of the State respectively. The two parties of China and Vietnam are the two ruling Communist Parties in the world today, shouldering the historical mission of seeking happiness for the people, development for the country, and progress for mankind. 3. Vietnam warmly congratulates the People's Republic of China on its 75th anniversary and warmly congratulates the successful convening of the third plenary session of the 20th Central Committee of the Communist Party of China. It speaks highly of China's great achievements in the new era and believes that Chinese-style modernization has expanded path choices and practical plans for independent development of developing countries. China's further comprehensive deepening of reforms and high-level opening up to the outside world will bring new impetus and new opportunities to the development of all countries. Vietnam wishes and believes that under the strong leadership of the Central Committee of the Communist Party of China with Comrade Xi Jinping as the core, and under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the Chinese party, government and people will surely build a modern and powerful socialist country in an all-round way and successfully achieve the second centenary goal.
China congratulates and speaks highly of Vietnam's important achievements in the past 40 years of innovation and the implementation of the "Program for National Construction in the Transition to Socialism (Supplementary and Revised in 2011)" in the past 15 years, especially the remarkable achievements made in various fields since the 13th National Congress of the Communist Party of China. Important comprehensive results have pushed Vietnam's comprehensive strength and international influence to unprecedented heights. China wishes and believes that under the correct leadership of the Central Committee of the Communist Party of Vietnam headed by Comrade Surin, the Vietnamese party, state and people will successfully achieve the major goals and tasks set out at the 13th National Congress of the Communist Party of Vietnam, and prepare for and successfully convene the 14th National Congress of the Communist Party of Vietnam in 2026, achieving the goal of building Vietnam into a high-income developed country with socialist orientation by 2045. 5. The two sides reiterated that they will maintain high-level strategic communication between the two parties and two countries to jointly lead the development of China-Vietnam relations. Support the peaceful development of cross-Strait relations and the great cause of China's reunification, resolutely oppose any form of "Taiwan independence" separatist activities, and not develop any form of official relations with Taiwan. Vietnam believes that issues related to Hong Kong, Xinjiang, and Tibet are China's internal affairs and believes that under the leadership of the Chinese party and government, the above regions will maintain stability, prosperity and development. China supports Vietnam in maintaining social stability, ensuring national security and development, and achieving great national unity.
6. The two sides reiterated that defense and security cooperation is one of the pillars of China-Vietnam relations and agreed to strengthen defense and security cooperation, strengthen exchanges at all levels between the two militaries through channels such as border defense friendly exchanges and defense and security consultations, deepen exchanges between border defense, navy, and coast police, and promote cooperation in political work, defense industry, mutual visits of warships, and United Nations peacekeeping. Strengthen mechanisms such as the Ministerial Conference on Cooperation between the Ministries of Public Security of the two countries in Combating Crime, the Strategic Security Dialogue, and the Political Security Working Group, promote cooperation in areas such as combating telecommunications fraud, cyber security, economic crimes, human trafficking, organizing illegal entry and exit, and pursuing fugitives. Strengthen communication and promote the establishment of a hotline between the two ministries of public security. 7. The two sides agreed to promote the docking of the development strategies of the two countries, implement the joint construction of the "Belt and Road" initiative and the "Two Corridor and One Circle" framework docking cooperation plan, accelerate the "hard connection" of railways, highways, and port infrastructure between the two countries, and enhance Smart customs "soft connection", China agreed to provide support for Vietnam in formulating the Lang Son-Hanoi, Mangjie-Ha Long-Haiphong Standard Gauge Railway Project Plan and the Lao Tao-Hanoi-Haiphong Standard Gauge Railway Project feasibility study report. Promote the pilot construction of smart ports for the China-Vietnam Friendship Guard-Friendship, Puzhai-Xinqing Special Freight Corridor. Actively explore and carry out pilot construction of cross-border economic cooperation zones to jointly create a safe and stable industrial and supply chains.
The two sides encourage and support enterprises with strength, credibility, and advanced technologies to invest in each other's countries, and focus on strengthening cooperation in high-tech agriculture, infrastructure, clean energy, digital economy, green development and other fields, which will create a fair and convenient environment for each other's enterprises. Business environment. Deepen the exchange of experience in the reform and management of state-owned enterprises between the two countries, and carry out cooperation in personnel training. Actively explore strengthening cooperation in key mineral fields. Make good use of the financial and monetary cooperation working group between the two countries to strengthen information communication and experience sharing on policy regulation and reform in the financial and monetary field, and promote monetary cooperation. Accelerate the implementation of economic and technical cooperation projects such as the Second Branch of the Traditional Medical College.
Give full play to the role of the Regional Comprehensive Economic Partnership (RCEP) and the China-ASEAN Free Trade Area, make good use of e-commerce, exhibitions and other platforms, strengthen customs cooperation, and expand the export of advantageous products from the two countries to each other's countries. China is willing to continue to create convenient conditions for Vietnam to establish trade promotion offices in relevant places in China as soon as possible. Vietnam supports China's accession to the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP) on the basis of complying with standards and procedures, and actively welcomes China Hong Kong Special Administrative Region to join the Regional Comprehensive Economic Partnership (RCEP).
8. The two sides reiterated that they must uphold the original intention of traditional friendship, keep in mind the common ideal and mission, and work hard to strengthen the propaganda of China-Vietnam friendship over a long time. The two sides declared 2025 the "Year of People-to-People Exchanges between China and Vietnam" and will jointly hold a series of activities to celebrate the 75th anniversary of the establishment of diplomatic relations between China and Vietnam. Through inter-party, youth, friendly city and other channels, we will make good use of red resources in Guangxi, Yunnan, Guangdong, Chongqing and other provinces and municipalities to create various forms of research, cultural and tourism activities. Encourage more tourists to travel to each other's countries. Give full play to China's role as a cultural center in Vietnam, welcome Vietnam to establish a cultural center in China, encourage cooperation in media, press and publication, radio, film and television, explore cooperation in vocational education, and strengthen exchanges and cooperation in health care, traditional medicine, disaster prevention and reduction and other fields.
9. The two sides reiterated that strengthening multilateral coordination and cooperation is the proper meaning of building a China-Vietnam community with a shared future with strategic significance. The two sides will uphold the basic norms of international relations such as the Five Principles of Peaceful Coexistence, jointly safeguard the international system with the United Nations at its core and the international order based on international law, and safeguard international fairness and justice and the common interests of developing countries. Unswervingly promote equal and orderly world multipolarity and inclusive economic globalization. The two sides agreed to promote cooperation within the framework of major concepts and initiatives such as a community with a shared future for mankind, the Global Development Initiative, the Global Security Initiative and the Global Civilization Initiative. 10. The two sides exchanged in-depth and candid views on maritime issues, emphasizing the need to better manage and actively resolve maritime differences and maintain peace and stability in the South China Sea and the region.
Both sides agreed to abide by the high-level consensus of the two parties and two countries and jointly maintain peace and stability in the South China Sea. Adhere to friendly consultations and actively seek basic and long-term solutions acceptable to both sides that are in line with the "Agreement on Basic Principles Governing the Resolution of China-Vietnam Maritime Issues" and international law, including the United Nations Convention on the Law of the Sea, and refrain from taking actions to complicate the situation and expand disputes. Promote early substantive progress in the consultations on joint maritime development and the consultations on the delimitation of waters outside the Beibu Gulf Mouth, and actively carry out cooperation in low-sensitivity maritime areas. Continue to fully and effectively implement the "Declaration on the Conduct of Parties in the South China Sea" and reach an early conclusion on the basis of consensus that is substantive, effective and consistent with international law, including the United Nations Convention on the Law of the Sea. Continue to cooperate with the implementation of relevant legal documents and agreements on land borders, strengthen China-Vietnam land border cooperation, and organize activities to commemorate the 25th anniversary of the delimitation of China-Vietnam land border and the 15th anniversary of the signing of the "Three Legal Documents".
11. During the visit, the two sides signed cooperation documents in the fields of party schools, interconnection, industry, finance, customs inspection and quarantine, health, news organizations and media, localities, and people's livelihood.
12. The two sides agreed that General Secretary Surin and President Su Lin's state visit to China was a complete success and played an important role in promoting the construction of a strategic China-Vietnam community with a shared future and is conducive to regional and even world peace, stability and development.
