At the invitation of Peruvian President Boruarte, President Xi Jinping will go to Lima from November 13 to 17 to attend the 31st APEC Leaders 'Informal Meeting and pay a state visit to Peru.
This is President Xi Jinping's second visit to Peru in eight years, and it is also the second time that he has gone to Lima to attend the APEC Leaders 'Informal Meeting. What are the important highlights of President Xi Jinping's trip to Peru? We sort it out for you through a few keywords.
■ The first keyword: friendship
"Peru is China's 'neighbor' across the Pacific." In November 2016, when President Xi Jinping delivered an important speech at the Peruvian Congress, he once described China-Peru relations in this way, vividly explaining the deep friendship between the two countries and their peoples that "we know each other without far or near, and we are still neighbors thousands of miles away."
The friendship between China and Peru has a long history, and the friendship between China and Peru is deeply rooted in the hearts of the people. Peru was one of the first Latin American countries to establish diplomatic relations with New China and establish a comprehensive strategic partnership with China. It was also the first Latin American country to sign a package of free trade agreements with China. This year, the Peruvian Congress almost unanimously passed a resolution to designate February 1 every year as the "China-Peru Friendship Day."
"Adhering to mutual respect and equal treatment is China's consistent way of life, and it is also the fundamental reason why the China-Peru comprehensive strategic partnership has always maintained a high level of development." On June 28 this year, President Xi Jinping emphasized during a meeting in Beijing with President Borouarte, who was on a state visit to China.
Since 2023, President Xi Jinping and President Borouarte have met twice. During this visit, President Xi Jinping will hold talks with President Borouarte to exchange in-depth views on bilateral relations and cooperation in key areas. It is believed that President Xi Jinping's visit will further consolidate China-Peru political mutual trust, deepen practical cooperation in various fields, promote China-Peru comprehensive strategic partnership to achieve more positive results, and better benefit the two peoples.
■ The second keyword: cooperation
Since President Xi Jinping proposed the Belt and Road Initiative, it has been widely welcomed by the international community, and many Latin American and Caribbean countries have expressed strong willingness to participate. In 2019, China and Peru signed a memorandum of understanding on cooperation in jointly building the "Belt and Road". In recent years, cooperation between the two countries in jointly building the "Belt and Road" has achieved fruitful results, and cooperation has become increasingly close in the fields of economy, trade, finance, and humanities.
In June this year, President Xi Jinping pointed out during talks with President Borouarte that China has become Peru's largest trading partner and largest export market for 10 consecutive years. Major cooperation projects such as the Las Bambas copper mine invested by China companies in Peru have played an important role in Peru's economic development and improvement of people's livelihood. After the completion of Qiankai Port, a landmark project of cooperation between the two countries in jointly building the "Belt and Road", it will effectively improve the efficiency of Peru's maritime transportation.
In the 18th century, British writer Samuel Johnson lamented the distance to the ends of the earth with the words "From China to Peru" in his poem. Today, the Peruvian people use the buzzword "From Qian Kai to Shanghai" to look forward to the broad future of mutually beneficial cooperation between China and Peru.
"Both sides must work together to ensure that the Qiankai Port is completed as scheduled and becomes a new land-sea corridor between China and Latin America, so that 'Qiankai to Shanghai' truly becomes a road to prosperity that promotes the common development of China and Peru." President Xi Jinping once emphasized this.
With the joint efforts of China and Peru, the Qiankai Port project is about to enter into official operation. Local people expect and believe that the operation of the project will create more jobs, improve people's living standards, and allow Peru and other Latin American countries to obtain more and better development opportunities.
As an important emerging market country in the Pacific Rim and an important member of the "Global South", China and Peru continue to promote the joint construction of the "Belt and Road" to achieve more results, which will not only promote the development and revitalization of their respective countries, but also achieve win-win results for the Pacific Rim countries.
■ The third keyword: original intention
In November 2023, during the 30th APEC Leaders 'Informal Meeting held in San Francisco, USA, President Borouarte sincerely said to President Xi Jinping: "I would like to extend my warmest invitation to you and hope that you will take the time to attend the 2024 APEC Leaders' Informal Meeting and pay another state visit to Peru."
"China supports Peru in hosting the 2024 APEC Leaders 'Informal Meeting and is willing to closely communicate and coordinate with the Peruvian side to promote APEC cooperation to achieve new results, and make new contributions to promoting economic recovery and long-term development in the Asia-Pacific region and promoting the building of an Asia-Pacific community with a shared future." President Xi Jinping pointed out.
Since 2013, President Xi Jinping has attended or chaired all APEC Leaders 'Informal Meetings and delivered important speeches. President Xi Jinping's trip to Lima to attend the APEC Leaders 'Informal Meeting fully reflects China's consistent original intention to promote open cooperation in the Asia-Pacific region.
"The Asia-Pacific region brings together ancient civilizations and emerging forces, creating a long history and splendid culture. The people here are hardworking, the mountains and rivers here are beautiful, the development momentum here is strong, and the future prospects here are bright." In Beijing in November 2014, President Xi Jinping looked forward to a bright future for Asia-Pacific cooperation. In Lima in November 2016, President Xi Jinping pointed out: "No matter what extent it develops, China will take root in the Asia-Pacific, build the Asia-Pacific, and benefit the Asia-Pacific."
The world's century-old changes are accelerating. "As leaders of the Asia-Pacific region, we must all think deeply about what kind of Asia-Pacific should we bring to the middle of this century? How to build the next 'golden thirty years' of Asia-Pacific development? How to better play the role of APEC in this process?" In November 2023, President Xi Jinping solved the problem of the new era facing the Asia-Pacific in San Francisco, and used the old saying,"Where the Tao lies, although tens of millions of people are gone" to call on all parties to uphold the original intention of Asia-Pacific cooperation and responsibly respond to the times. Call for work together to address global challenges.
This time he will go to Lima to attend the APEC Leaders 'Informal Meeting. President Xi Jinping will deliver an important speech, introducing important measures to deepen reform and opening up, and expounding China's policy propositions on promoting Asia-Pacific cooperation. All parties expect and believe that President Xi Jinping's meeting at this meeting will respond to common concerns with China's plan, build consensus in the Asia-Pacific region with China's wisdom, and inject more confidence and strength into creating a new "golden thirty years" of Asia-Pacific development.
