The reporter recently learned from the State Intellectual Property Office that as of the end of 2023, the number of high-value invention patents per 10,000 people in China will reach 11.8, an increase of 5.5 from the end of the "13th Five-Year Plan", and it is expected to achieve the expected goals of the "14th Five-Year Plan" ahead of schedule this year.
Ge Shu, Deputy Director General of the Patent Office of the State Intellectual Property Office and Director of the Strategic Planning Department, introduced that the "14th Five-Year Plan" for the protection and application of national intellectual property rights put forward eight expected indicators from three aspects: creation, application and protection. Judging from the latest statistical monitoring data, the progress of planning indicators is generally in line with expectations.
Among them, the creation of high-value invention patent reserves has accelerated. The number of high-value invention patents in China (excluding Hong Kong, Macao and Taiwan) has reached 1.665 million, with an average annual growth rate of 23.3% since the 14th Five-Year Plan.
Intellectual property rights strongly support economic and social development. In 2022, the added value of patent-intensive industries will reach 15.32 trillion yuan, with an average annual growth rate of 12.4% since the 14th Five-Year Plan, accounting for 12.7% of GDP, contributing more than 1/8 of the country's GDP with less than 7% of the employed people in the whole society. In 2022, the added value of the copyright industry will reach 8.97 trillion yuan, accounting for 7.41% of GDP.
The inclusiveness of intellectual property pledge financing has been continuously increased. In 2023, the registered amount of patent and trademark pledge financing will reach 853.99 billion yuan, benefiting 37,000 enterprises, of which 26,000 small, medium and micro enterprises will benefit from inclusive loans with a pledge registration amount of less than 10 million yuan. Since the "14th Five-Year Plan", the amount of pledged financing registration and the number of enterprises benefiting have continued to grow rapidly.
The scale of import and export of intellectual property royalties has also been further expanded. In 2023, the total annual import and export value of intellectual property royalties will be 376.52 billion yuan, an increase of 57.08 billion yuan or 17.9% compared with 2020, of which the export value will increase by 28.9%, which is 13.4 percentage points higher than the import value.
This year's government work report deploys key tasks, proposing to "strengthen the protection of intellectual property rights and formulate policies and measures to promote the transformation and application of scientific and technological achievements".
It is reported that in the next step, the State Intellectual Property Office will do a good job in strengthening the legal protection of intellectual property rights, increasing the protection of intellectual property rights, and promoting the transformation and application of intellectual property rights. Among them, we will further improve the laws and regulations on intellectual property rights, fully implement the newly revised implementation rules of the Patent Law, accelerate the promotion of a new round of revisions to the Trademark Law and its implementing regulations, and effectively implement the measures for the protection of geographical indication products and the provisions on the registration and management of collective trademarks and certification marks.
