Chen Min 'er said that under the strategic guidance of President Xi Jinping and President Mohammed, China-Arab relations have developed rapidly in recent years, setting a model for relations between China and Arab countries in the new era. China is willing to work with Afghanistan to take the 40th anniversary of the establishment of diplomatic relations between China and Afghanistan as an opportunity to actively implement the important consensus reached by the two heads of state, strengthen exchanges and mutual learning of experience in governance and modernization, and promote high-quality joint construction of the "Belt and Road". Tianjin is willing to give full play to its advantages and deepen cooperation with Afghanistan, especially Dubai, in economic and trade investment, free trade zone, port construction and other fields, and contribute to the development of bilateral relations.

Mohammed said that the United Arab Emirates attaches great importance to developing relations with China and is satisfied with the good development momentum of political, economic, trade, investment, people-to-people and cultural exchanges and cooperation between the two countries. United Arab Emirates, especially Dubai, is willing to further deepen the alignment of development strategies and mutually beneficial cooperation in various fields with China to promote greater development of bilateral relations.

At the invitation of the United Arab Emirates government, Chen Min 'er led a delegation of the Communist Party of China to visit Afghanistan from September 1 to 4. During this period, they also met with Afghanistan's Vice President, Deputy Prime Minister and Director of the Presidential Office Mansour, Deputy Prime Minister and Foreign Minister Abdullah, Minister of Economy Maryi, Chairman of Dubai Port World Group Sultan, and attended the "Invest in China" Tianjin Special Promotion meeting, which facilitated the signing of a number of cooperation agreements such as the "Strategic Cooperation Memorandum between China (Tianjin) Pilot Free Trade Zone and the United Arab Emirates Jebel Ali Free Trade Zone" and "Strategic Cooperation Agreement between Tianjin Port (Group) Co., Ltd. and Dubai Port World Group."
