On July 11, the General Office of the Shanghai City People's Government issued the "Several Policies and Measures on Accelerating the Construction of the" Big Zero Bay "Science and Technology Innovation Source Functional Area"(hereinafter referred to as the "Policy Measures"). The document proposes to strive to build the "Big Zero Bay" into a world-class "Science and Technology Innovation Bay Area" with outstanding innovation capabilities, strong scientific and technological strength, rich original achievements, and successful implementation of new development concepts by 2035.

As the only one in Shanghai that is positioned as a "source of scientific and technological innovation"functional areas,"Big Zero Bay" is an important carrying area for Shanghai to build an international science and technology innovation center. In 2015,"Zero Bay" started construction in the northwest area close to Shanghai's transportation, aiming to create an integrated transformation chain of science, technology, industry, research and research. After continuous development,"Bay Zero" has been further expanded into "Big Zero Bay" and will be upgraded to a Shanghai-level strategy in 2023. The planning scope covers the S32 Shenjiahu Expressway in the north, Humin Road in the west, and Hongmei Road in the east. The 17-square-kilometer area from South Road and Huangpu River in the south includes the core policy source area (Area C), the achievement transformation area (Area T) and the open innovation area (Area O).

Based on the actual situation of the "Big Zero Bay" region, the "Policies and Measures" released this time propose 20 specific measures, focusing on "strengthening resources, promoting transformation, increasing momentum, gathering factors, and creating an atmosphere", forming the following four aspects of innovation.highlights

Financial support and incentives:New special funds will be added to support scientific and technological innovation enterprises, including entrepreneurship subsidies and rewards for the transformation of scientific and technological achievements, especially for start-ups and high-growth enterprises, and enhance financing channels. Establish an innovation guidance fund to attract social capital to participate in scientific and technological innovation projects and promote enterprise development through government guidance and market-oriented operations. Explore mechanism innovations such as "combination of allocation and investment" and "linkage of investment and loan" to form a diversified and multi-level investment and financing system, reduce financing costs, improve capital efficiency, and support the transformation of major scientific and technological achievements.

Talent introduction and training:Introduce policies flexibly, relax the conditions for applying for household registration and residence permits, increase housing and education support for high-level talents, and create an environment that attracts talents. A special training plan for innovative and entrepreneurial talents has been added to encourage universities, scientific research institutes and enterprises to jointly cultivate high-level scientific and technological talents and improve innovation capabilities through multi-level training and practice. Deepen the reform of the ownership of scientific and technological achievements in positions, improve the ownership and benefit distribution mechanism, and stimulate the enthusiasm of scientific researchers for innovation.

Industrial agglomeration and collaborative innovation:Support the development of emerging and future industries such as artificial intelligence, quantum information, integrated circuits, and biomedicine, and promote the optimization and upgrading of industrial structure. Encourage large and medium-sized enterprises to collaborate in innovation, form a multi-level industrial ecosystem, and promote the transformation and industrialization of scientific and technological achievements. Implement pioneering reform pilots, promote policy innovation and institutional breakthroughs, and promote efficient allocation of resources. Build a hierarchical cultivation system for science and technology enterprises, support "unveiling the list and taking charge", release the "Key Core Technology Requirements List" and the "High-Quality Science and Technology Innovation Enterprises and Entrepreneurs List", and support enterprise research and development and innovative product promotion.

International cooperation and exchanges:Increase international cooperation, attract foreign advanced technology and high-end talents, promote the implementation of international scientific and technological cooperation projects, and enhance the level of internationalization. New policies to support international scientific and technological exchange activities will be added to promote transnational scientific and technological exchanges and cooperation, and various forms of international cooperation and exchange mechanisms will be proposed to enhance global influence. Build a "Future Scientists" database, strengthen tracking services, introduce and cultivate first-class academic journals, and strengthen international scientific and technological cooperation and exchanges.

At the same time, although the "Big Zero Bay" is developing rapidly, it also faces the following five major issues.challenges。These challenges not only affect current progress, but are also related to continued development and improvement in the future.

Funding continuity and diversification support:Ensuring the sustainability and effectiveness of funding is a major challenge facing the Greater Zero Bay. Although the government has established special funds and innovation guidance funds, government funds are limited, and innovative mechanisms and policies are needed to attract more long-term investment from social capital and financial institutions. Promote diversified financing channels such as "combination of allocation and investment" and "linkage of investment and loan", reduce corporate financing costs, improve capital operation efficiency, attach importance to providing flexible financing solutions for small and medium-sized enterprises, and ensure the capital needs of enterprises at different stages of development.

Global talent competition and local talent training:In the global battle for high-end talents, Greater Zero Bay is also facing fierce competition from other international scientific and technological innovation centers. Attracting and retaining top talents requires providing more attractive policies, high-quality living facilities and broad development prospects. At the same time, cultivating local talents, achieving effective integration of local and international talents, and enhancing the international vision and competitiveness of local talents are also important directions for future development.

Industrial chain improvement and collaborative innovation:Although the Big Zero Bay has a layout in emerging and future industries, it still needs to further improve the industrial chain and strive to form an industrial system with complete upstream and downstream facilities. Promoting collaborative innovation among large, medium and small enterprises and achieving resource sharing and efficient utilization are the key to improving the competitiveness of the overall industry. Therefore, it is currently necessary to establish effective cross-industry cooperation mechanisms and platforms, promote the integration of innovation resources, promote in-depth cooperation between different industries and technology fields, build a complete industrial ecosystem, and enhance regional competitiveness.

Infrastructure construction and intelligent services:Whether infrastructure construction can keep up with the rapid development of Big Zero Bay in a timely manner is an important issue. This requires investing a large amount of capital and technical support in a short period of time to improve the intelligence and digitalization level of infrastructure and ensure regional competitiveness.
